Google brings up no evidence of this term being used. Could be a neologism or an out-and-out made-up term.

I have a inkling that it may be a reference to a science fiction story (Asimov? Aldiss?) about a time when polling techniques have become so advanced that you only have to ask one person in order to predict the results of, for example, a presidential election. If I'm recalling it correctly (and my addled brain well not be), the main character (who gets to be "The Elector") is called Groberman.
